Not every weapon can be reverse-engineered because some depend on Phoenix Point's own research, like the Shock Lance, agile grenade launcher, zeus grenade, etc. It took me a while to realize that those items would never appear before I got their parent tech. Also, if we consider living weapons, black market weapons and ancient weapons, it is really impossible.
