=Overview=

The pace in ''Phoenix Point'' on the Geoscape is very fast: on any day you can do any number of missions with the same squad, and as you assemble more squads, you will do even more missions each day. [[#The War against the Pandorans|The War against the Pandorans]] can be won within around 2 months, and in that time you can do a hundred tactical battles, or even more. Chances are you will never press the fast forward button.

Time is the most important commodity in the game not only because you are running against the [[Getting Started#doomsday clock|Doomsday Clock]], but also because you need time to [[Getting Started#poi|explore the world]], [[#resources|acquire resources]], [[#Buildings|build facilities]], [[#Manufacturing|manufacture items]], [[#Research|research technologies]], etc.

You also want to be always doing those things that don't cost any resources, like [[Getting Started#poi|exploration]], [[#Diplomacy|improving diplomacy rating through special missions]], [[Mission Types#Scavenging|scavenging ops]], and [[#Research|research]].

When considering on what to spend resources, such as whether to [[#Remote Base Activation|activate bases]], [[#Buildings|build or repair facilities in them]], [[#Manufacturing|manufacture equipment or vehicles]], or [[#Recruiting|recruit]] additional operatives, you should bear in mind that you want to invest in that, which allows you to do more in less time, and that means fielding a second team with its own [[aircrafts|aircraft]] as soon as possible (and later a third and possibly a fourth) - you can do twice as many things in the same time with two teams.

''Some players have reported beating the game with a 1.5 team setup - one full team to go on missions and a single [[aircrafts|aircraft]] with an [[file:infiltrator training.png|30px|link=Classes and Skills#Infiltrator|Infiltrator]] [[Classes and Skills#Infiltrator|Infiltrator]] or just a 'disposable' operative to explore the Geoscape (so that if they run into an ambush they will either hide, or lose an operative they don't care about). There are 3 main resources in ''Phoenix Point'':

==Where do resources come from? ==

=Recruiting=

There are several ways of getting new recruits, besides your initial team. ''And, while we are on the subject, losing one or even a couple of these recruits in the first missions is not a big deal, they are easily replaceable (their equipment less so, however, and you will lose it if they die on a mission requiring evac and you don't pick it up manually). Having said that, if you are finding the combat too difficult, then you should definitely restart at a lower difficulty. ===Recruiting from Base===

After you complete the [[Phoenix Project research#Haven recruitment protocols|haven recruitment protocol research]] roughly every 3 days you will be presented with a choice of up to 3 LVL1 recruits that can be of any class that you have already researched (so at first only [[File:Assault_training.png|30px|Assault]], [[File:Sniper_training.png|30px|Sniper]] and [[File:Heavy_training.png|30px|Heavy]]).
The advantage of recruiting from base is that you can see the latent [[personal perks]] of each recruit. These recruits come without any weapons or armor (that is, they are 'naked') and only cost [[File:food.png|30px]]. The cost is random within a certain range.

When recruits become available the '''Personnel''' tab will start flashing on the Geoscape, click on it and then on ''Recruits'' to see the available recruits. You can choose on which base you want the new recruits to (instantly) appear.

Bases in areas covered by the [[#mist|Pandoran Mist]] are 'infected' and after activating them you will have to complete a [[Mission Types#Clear Infestation|mission to clear the infestation]] (during this mission the Pandorans will focus on destroying [[facilities]] at the base, so the faster you dispatch them the less damage the base will suffer).

By activating a base that has a [[Facilities#uplink|Satellite Uplink]] or building it if it doesn’t have one, you can discover new [[Getting Started#poi|Points of Interest (POIs)]].

This is essential for building [[Getting Started#poi|POI]] chains to distant or remote locations, or ‘bridges’ between North America and Europe or Asia, South America and Antarctica, and sometimes South East Asia and Australia.

In fact, there are 3 bases that you should probably get on any playthrough - the one in Greenland to bridge between America and Europe, the one in the bottom tip of Southern America (Tierra de Fuego) to access Antarctica and the one in Alaska to bridge East Asia and America.

The main reason you want to activate bases is to scan the surrounding area using the [[facilities#uplink|Satellite Uplink facility]] to find [[Getting Started#poi|POIs]] and Pandoran structures (see the [[#War Against the Pandorans|War Against the Pandorans]]). However, you also want them as resting points for your squads (see [[#Stamina|Stamina]]) and to build or repair [[facilities]].

==Buildings==

Some things to bear in mind about buildings in ''Phoenix Point'':

- The effects from [[facilities]] are cumulative, e.g. each [[facilities#living quarters|Living Quarters]] replentishes 2 [[Getting Started#stamina|stamina]] per hour to each operative at the base, so 2 [[facilities#living quarters|Living Quarters]] will give +4 [[Getting Started#stamina|stamina]], and 3 [[facilities#living quarters|Living Quarters]] +6 [[Getting Started#stamina|stamina]] to each operative. Same with [[facilities#medical bay|Medical Bay]] (that heals +4 [[character Development#hps|HPs]] per hour) and the [[facilities#training facilities|Training Facilities]] (+2 [[Character Development#Experience Points|Experience Points]] per hour).

The above means that to maximize the effect of [[facilities#training facilities|Training Facilities]], [[facilities#living quarters|Living Quarters]] and [[facilities#medical bay|Medical Bays]] you may want to have them all at the same base. Particularly, you may want to have a bunch of [[facilities#training facilities|Training Facilities]] at a single base where you keep your troops during rotation, together with at least one [[facilities#living quarters|Living Quarters]] and a [[facilities#medical bay|Medical Bay]] (this kind of base is sometimes referred to as the 'Stables'). You will want to have [[facilities#living quarters|Living Quarters]] in other bases spread around the globe because its the only way to recover [[Getting Started#stamina|stamina]], but as [[character Development#hps|health]] can be restored with a [[equipment|medkit]], [[facilities#medical bay|Medical Bays]] are by this fact optional.

However, there is no reason to group [[Facilities#fabrication plants|Fabrication Plants]] or [[Facilities#research labs|Research Labs]] together, as their utility is global.

- The one 'must have' building at any base and which you should build ASAP if the base doesn't have one is a [[facilities#uplink|Satellite Uplink]]. [[Facilities#research labs|Research Labs]], [[Facilities#fabrication plants|Fabrication Plants]] and [[facilities#living quarters|Living Quarters]] are nice to have, and as mentioned above you will want one base with a bunch of [[facilities#training facilities|Training Facilities]] - the [[#stables|Stables]], where you put in rookies to train them to make new squads/draw replacements for casualties.

- All bases come with a [[facilities#generator|Generator]] (which is necessary to power the [[facilities]]: you only need one per base), a [[facilities#hangar|Hangar]] (repairing [[aircrafts|aircraft]] is largely unnecessary, as they can only get damaged during [[#Exploration_and_haven_events|exploration or haven events]], but sometimes you may want to repair land vehicles), and an [[facilities#lift|Access Lift]] (allowing you to evac from a [[mission Types#Base Defense|base defense mission]]). When activating a new base that has damaged [[facilities]], as a rule it is unnecessary to repair the [[facilities#hangar|Hangar]] or the [[facilities#lift|Access Lift]], if they are damaged at the moment.

- You are unlikely to ever need more than one or two [[facilities#stores|Stores]] among all your bases.

=Research=

<code>Each technology costs a number of Research Points (or RP). Each [[facilities#research lab|research lab]] and each [[facilities#cybernetics lab|cybernetics lab]] generate 4RP per hour</code>.

There is no increase in output of RP for grouping [[facilities#research lab|research labs]] together, whether adjacent to each other or at the same base. See [[#Buildings|Buildings]] for more information

Some [[Getting Started#exploration event|exploration events]] and some [[Getting Started#haven event|haven events]] provide additional research points to the player.

Choosing a technology for research in the 'RESEARCH' tab will allocate the research points being generated by all the [[facilities#research lab|research labs]] to that project.

You will not see the cost in RP of the technology, but you will see the time it will take with the current amount of RP generated every hour, though you also cannot see that number: you are only shown the number of research buildings ([[facilities#research lab|research labs]] and [[facilities#cybernetics lab|cybernetics lab]]) that you have

Research is necessary to win [[#war Pandorans|the war against the Pandorans]] and [[#How to develop new weapons and equipment|to gain access to new weapons and equipment]].

You will want to have many [[facilities#research lab|research labs]] (at least 7 or 8) as the latter research takes quite a bit of time.

Research is also a source of resources, as some technologies when researched provide some amount of [[File:tech.png|30px|link=]], [[File:materials.png|30px|link=]] and/or [[File:food.png|30px|link=]].

==How to develop new weapons and equipment==

One important idea to bear in mind is that tech progression in Phoenix Point is mostly horizontal, as most of the stuff you will research will be different, not necessarily better.

However, there is some verticality - some items are actually just better - and also the new different items open up new tactics.

For example, the grenade launcher, or the shotgun, while not replacing any of the starting weapons, are not less useful because of it.

You unlock technologies that when researched allow [[#Manufacturing|manufacturing]] new [[file:1pp.png|30px|link=Phoenix Project]] weapons and equipment by

#Performing autopsies on new Pandoran types. To do autopsy of a Pandoran type only requires killing it in any tactical mission and then researching it as any other technology in the 'RESEARCH' tab (spoilers:[[Phoenix Project research#Autopsies|here all the autopsies]] and [[Phoenix Project research#Phoenix Project Research and Development|here all the technologies that can be obtained from them]]).
#Obtaining certain technologies from one or more [[#factions|factions]]. See [[#Faction research|Faction research]] below for how to acquire [[#factions|faction]] tech. You can also Reverse Engineer [[#factions|faction]] weapons, equipment and armor if you recover it after combat or acquire it from somewhere else (that is, [[#Recruiting from Havens|recruiting from havens]] or from [[Getting Started#exploration events|exploration events]] or [[Getting Started#haven events|haven events]]) in order to be able to manufacture them (as well as their ammo/charges).

The process destroys the item you are reverse engineering.

Reverse engineering allows you to manufacture the specific item and ammo and charges for it, but it doesn't actually give you the underlying technology. This means that even if you reverse engineer all the items that a [[#factions|faction]] technology allows to manufacture, you will still be forced to steal that technology if you carry out a [[Mission Types#Steal research|steal research raid]] against that [[#factions|faction]]

 The available reverse engineering projects appear at the end of technologies available for research in the 'RESEARCH' tab. To be able to reverse engineer an item it must not be equipped by an operative; otherwise the project will be greyed out

Note that you will obtain the [[#factions|faction]] technology anyway if you reach [[#aligned|aligned status]] with the [[#factions|faction]], which can be achieved in a matter of weeks (see [[#Diplomacy|Diplomacy]] for more)

===How do I get BETTER weapons and armor? ===

In Phoenix Point you are never going to experience something like going from 'basic' weapons to laser to plasma, or from no armor, to armor, to advanced that you do in X-Coms and XComs.

A common question is "how am I supposed to beat increasingly dangerous enemies when I'm not getting any better equipment"?

In Phoenix Point your operatives improve their performance as they get better [[character Development#stats|stats]], new [[classes and Skills#skill|skills]] and, most importantly, as you learn to make better use of them.

New equipment is usually different, but not better, and even in the cases when it is flat out better than the old one, it's not better by that much.

However, the new equipment allows for different tactics, which can be devastatingly effective especially in combination with [[classes and Skills#skill|skills]].

In broad terms, at the start of the game Pandorans are easy to deal with using any weapons or tactics, because they have low armor, low [[character Development#hps|HP]] and limited offensive capabilities. Humans and humanoid enemies ([[the Pure]] and [[the Forsaken]]) present a greater challenge because they can have a lot of armor.

However, as the Pandorans become more dangerous (see [[#Pandoran Evolution|Pandoran evolution]]) some tactics become obsolete (for example, using [[Assault weapons#assault rifles|assault rifles]] to shoot at centre mass).

Some tactics remain useful, but less effective and render your operatives more vulnerable to certain enemies (for example, [[Sniper weapons#sniper rifles|sniper rifles]] can always deal with armor because they have high damage per projectile, but their [[Combat#dps|damage per second or per action point]] is low so enemies with a lot of [[character Development#hps|HP]] are problematic).

So you want new tactics, and this is where research and character progression come in: for example, research the [[file:1goliath.png|30px|link=heavy weapons#goliath|Goliath GL-2]] [[heavy weapons#goliath|Goliath GL-2]] and now you have a weapon that can [[file:1shred.png|30px|link=damage types#Shred Damage|Shred Damage]] [[damage types#Shred Damage|shred]] armor from multiple targets so that you can attack them with [[Assault weapons#assault rifles|assault rifles]] or [[Assault weapons#shotguns|shotguns]]; throw in [[file:boom blast.png|30px|link=classes and Skills#boom blast|Boom Blast]] [[classes and Skills#boom blast|boom blast]] and your [[file:heavy training.png|30px|link=classes and Skills#Heavy|Heavy]] [[classes and Skills#Heavy|heavy]] can now shoot the [[file:1goliath.png|30px|link=heavy weapons#goliath|Goliath GL-2]] twice per turn at nearly 40 tiles range; give your [[file:assault training.png|30px|link=classes and Skills#Assault|Assault]] [[classes and Skills#Assault|assault]] [[file:dash.png|30px|link=classes and Skills#dash|Dash]] [[classes and Skills#dash|dash]] and he can close the distance to the targets to finish them with the [[Assault weapons#shotguns|shotguns]], and give him [[file:RapidC.png|30px|link=classes and Skills#rapid clearance|Rapid Clearance]] [[classes and Skills#rapid clearance|rapid clearance]] and he can keep killing and recovering [[Combat#aps|AP]]. This is a just an example: the variety of tactics and combinations that players have come up with are simply astounding.

Some of these combinations are too effective ('OP', in the parlance of our times), even allowing clearing the whole map with a single operative in one turn; see [[classes and Skills#tb|Terminators]]

==Vivisection==

[[Combat#Capturing Pandorans|A captured Pandoran]] can be vivisected to increase damage done to that Pandoran type by 10% and sometimes to allow manufacturing items to counter certain Pandoran abilities (spoiler: [[Phoenix Project research#Vivisections|see here all the possible vivisections and the bonus effects they grant]]).

#you can gain access to the technologies a [[#factions|faction]] has researched by reaching [[#aligned|aligned status]] with it, [[Mission Types #steal a technology|raiding]] one of its research [[#districts|districts]] or [[#reverse engineering|reverse engineering]] items that you acquire in combat or when [[#Recruiting|recruiting at a haven]]
#you can jointly research a technology that the [[#factions|faction]] is researching once you are [[#allied|allied]] to it
#technological progress by the [[#factions|factions]] impacts the [[#attitude|attitude]] between the factions (see [[#Events that adjust attitude betweeen factions|Events that adjust attitude betweeen factions]]), [[#Pandoran Evolution|Pandoran evolution]] and of course the kind of equipment that the [[#factions|factions]] will wield in combat missions, whether as friendlies or as enemies

[[#factions|Faction]] basic technologies allow [[#Manufacturing|manufacturing]] items that are as a rule superior to those of [[file:1pp.png|30px|link=Phoenix Project]]. For example, [[file:1pp.png|30px|link=Phoenix Project]] [[Combat#armor|armor]] is flat out inferior to those of the [[#factions|factions]]. They also have unique 'themes':

#[[file:Anu.png|30px|link=Disciples of Anu]] have the patience to mess about with acid and virus weapons
#[[file:NJ.png|30px|link=New Jericho]] favors brute force of piercing and explosives, as well as the cleansing powers of fire
#[[file:Synedrion.png|30px|link=Synedrion]] focuses on weapons that stun or incapacitate enemies, or poison them

You also get a lot of buffs from faction technologies (like massive boosts to the output of facilities, including research labs, but also buffs for tactical combat, such as resistances/immunities to certain damages).

=Manufacturing=
You can build [[vehicles]], [[combat#armor|armor]], [[combat#weapons|weapons]] and [[equipment]]. Some items, like ammo and [[equipment|medkits]] can be made instantly. Everything else takes time. On Rookie and Veteran difficulty levels [[#Recruiting from Havens|recruits from havens]] come with their own armor and weapons, but you might want to build some basic [[combat#weapons|weapons]] and [[combat#armor|armor]] for your 'naked' [[#Recruiting from Base|recruits from base]].

As to [[vehicles]], you can build a [[file:Scarab.png|x30px|link=vehicles|Scarab]] [[vehicles|Scarab]], which in the early game is very powerful - it has a lot of armor and shoots devastating rockets.
''However, you can also acquire ground [[vehicles]] on [[mission Types#Scavenging|scavenging missions]] and given that scavenged vehicles cannot be converted into resources, perhaps it is best not to manufacture them to avoid wasting resources''

In addition, a [[vehicles|vehicle]] occupies half the slots in the [[aircrafts|Manticore]], meaning you can only bring 3 soldiers on a mission. The main problem with that is that soldiers gain [[character Development#Skill Points|skill points]] per mission (the amount depending on the difficulty level), so you want to bring as many of them as possible and the [[vehicles]] take too much space.

Sooner rather than later you will want to build a second [[aircrafts|Manticore]], to field two teams simultaneously. Or you can just [[Mission Types#Steal Aircraft|steal an aircraft from a faction]].

==Shrödinger's bag: inventory in ''Phoenix Point'' and teleportation==

At least as of the time of this writing (September 2020), items in ''Phoenix Point'' are instantly transferable to and from an operative's inventory to a common inventory, regardless of location. An operative midflight somewhere in South America can drop all the items he is carrying to the common inventory and another operative midflight somewhere in Siberia can instantly equip it.

Therefore, it is entirely possible to share the same set of equipment between 2 or more teams at the price of excruciating tediousness (there is no unequip button, nor role templates to quickly assign the equipment to another operative).

This is known as 'equipment sharing' and many players refuse to make use of this teleportation property (or at least claim so in public, including this author) (and I really don't share equipment between my squads) (except when I really need to) (or want to).

You will be able to see what the [[#factions|faction]] is researching and assist in [[#research|researching]] the same technology to progress faster.

Note that you can achieve allied status with all of the [[#factions|factions]] at the same time, even though they are at [[#war|war]] with each other.

==Attitude Adjustment (or how to make everyone stop worrying and love Phoenix Project)==

The main way of gaining favor with the [[#factions|factions]] is fighting the good fight [[geoscape#war Pandorans|the war against the Pandorans]]. Specifically, successfully [[Mission Types#Haven Defense|defending havens]] (you get between +6 and +12 with the [[#factions|faction]] whose [[#haven|haven]] you are defending, depending on [[Mission Types#threat level|threat level]]) and [[Mission Types#Pandoran structures|destroying Pandoran colonies]] (you get +5 for destroying a [[file:nest icon.png|30px|link=]] nest, + 10 for destroying a [[file:lair icon.png|30px|link=]] lair and +15 for destroying a [[file:citadel icon.png|30px|link=]] citadel with '''all''' [[#factions|factions]]).

''You also get minor positive adjustments for completing certain critical [[#Research|researches]] necessary for winning [[geoscape#war Pandorans|the war against the Pandorans]].''

You will also be getting many opportunities to adjust the [[#attitude|attitude]] of the [[#factions|factions]] towards you by making choices during [[Getting Started#exploration events|exploration events]] and [[Getting Started#haven events|haven events]] and accepting, refusing or completing [[Independent Haven missions]] (⇐ spoilers!).

Finally, and an often neglected ''(by me at least, I used to completely ignore these missions)'' source of positive rep with the [[#factions|factions]] is to do [[mission Types#Sabotage|sabotage missions]] on their behalf against each other.

These missions are excellent early game attitude boosters: you get +15 [[#attitude|attitude]] from the [[#factions|faction]] on whose behalf you carry out the sabotage, and only -6 from the targeted [[#factions|faction]], plus a bunch of resources comparable to what you would get from a [[mission Types#Haven Defense|haven defense]].

What's more, you can easily offset the -6 penalty by doing more [[mission Types#Sabotage|sabotage missions]]. By doing one on behalf of each different [[#factions|faction]] you will gain +9 [[#attitude|attitude]] net gain with each one completed.

<code>To reach [[#supportive|supportive]] status with a [[#factions|faction]] you have to complete a special story mission on its behalf, that will become available once you hit +24 [[#attitude|attitude]]. You will not be able to go beyond +24 before you complete this mission</code>: '''any positive adjustments to [[#attitude|attitude]] will be completely wasted until you do'''. The same applies to achieving [[#aligned|aligned]] and [[#allied|allied]] status: <code>to go beyond +49 and +74, respectively, you will need to complete the corresponding [[#factions|faction]] story missions.</code>

There are two mystifying aspects to diplomacy in ''Phoenix Point'': the first is that a [[#factions|faction]] will share its deepest secrets with you even as you are allied with its sworn enemies, and the second that it won't mind you raiding its [[#haven|havens]] provided you keep destroying [[#Pandoran structures|Pandoran colonies]].

Once you grasp the abstract meta-rules governing inter-faction relations in ''Phoenix Point'' and familiarize yourself with the rhythm at which [[#attitude|attitude]] is adjusted, it will take dedication ''and'' neglect to make a [[#factions|faction]] really hate you.

However, if you are not there yet, bear in mind the following:

- You want to achieve [[#supportive|supportive]] and [[#aligned|aligned]] status with '''all''' the [[#factions|factions]] as soon as possible, because the first reveals all their [[#haven|havens]] and the second gives you all the technologies that they have researched so far (and will continue to give you their technologies as they research them).

Not only that, but you get a lot of resources just from progressing in your [[#attitude|attitude]] rating with a [[#factions|faction]]. It is absolutely worth it (and easily achievable without much effort) to reach +100 [[#attitude|attitude]] with all the [[#factions|factions]].

- As soon as you get a diplomatic mission, you should give it top priority, because all the positive [[#attitude|attitude]] adjustments that you get before you complete it will be wasted.

- [[Mission Types#Haven Defense|Defending havens]] and destroying [[#Pandoran structures|Pandoran colonies]] is the most reliable way of raising [[#attitude|attitude]].

- [[Mission Types#Raids|Raiding]] [[#factions|factions]] is absolutely fine as long as you don't overdo it; they will be cool with it because hopefully the things you do ''for'' them will compensate for the things you do ''to'' them.

''It is also entirely possible to go through the whole game without ever [[Mission Types#Raids|raiding]] [[#factions|factions]]: there are plenty of [[#resources|other ways to obtain enough resources]]. Of course it is likewise possible to beat the game without being allied to all (or any) of the [[#factions|factions]], and without obtaining their technology through other means.''

==War never changes==
War is inevitable. The [[#factions|factions]] hold irreconcilable views on what humanity is and what it should be.

In gameplay terms, it means that there are many things that adjust [[#attitude|attitudes]] between the [[#factions|factions]] downwards and very few that can improve them.

In short, total war is guaranteed once [[#factions|factions]] complete their final projects (each of them opening the way to one possible ending), but it can happen much sooner.

The number of things that you can do at the same time are limited by the number of planes that you have. So having more planes very early on in the game greatly accelerates your progress.

You can use the extra aircraft to [[#trade|trade]] (engaging in [[#commodity arbitrage|commodity arbitrage]] to obtain unlimited resources), or to explore the Geoscape and do tactical missions, once you get a second team going.

=The War against the Pandorans=

Once you [[#research|research]] [[Phoenix Project research#Atmospheric analysis (50)|atmospheric analysis]] - the first and only technology available for research at the start of the game - you will see a red blob denoting the appearance of Pandoran '''Mist''' on a shore near your first base, ''Phoenix Point''.

''The mist is not actually red - as you will see in the tactical battles - and it does not cover the land uniformly, but rather that the red blobs on the Geoscape signify that it is present in those areas.''

The mist spreads and new blobs can appear on any shore. Inside the mist and hidden from view, Pandoran Structures (or colonies, or bases) grow. At first, [[file:nest icon.png|30px|link=]] Nests, then [[file:lair icon.png|30px|link=]] Lairs and finally [[file:citadel icon.png|30px|link=]] Citadels. They will launch attacks against [[#haven|havens]] and eventually active [[file:1pp.png|30px|link=Phoenix Project]] bases.

It goes as thus:

Every once in a while, a [[#haven|haven]], usually inside, or close to an area covered in [[#mist|mist]], will get attacked by the Pandorans. The attack will have a numeric value, and so will the defense, determined by the [[#military strength|military strength of the haven]]. If the defense is higher than the attack, the attack will fail even if the player doesn’t come to the rescue. If the attack is higher than the defense, the attack will succeed unless the player sends a squad and wins the [[Mission Types#Haven Defense|haven defense mission]].

A successful [[Mission Types#Haven Defense|haven defense mission]] has a chance of revealing the location of the Pandoran base from which the attack was launched. If the Pandoran base is within the scanned area of a [[file:1pp.png|30px|link=Phoenix Project]] base or a [[file:1pp.png|30px|link=Phoenix Project]] base was attacked, this chance is of 100%. If not, it has a 20% chance of being revealed on the first successful defense, 50% on the second, 80% on the third and 100% on the fourth. - [[Mission Types#Ambush|Ambushes]] and [[Mission Types#Scavenging|scavenging ops]] taking place in [[Getting Started#poi|POIs]] covered by the [[#mist|mist]] should be more difficult.

- On the battlefield, Pandorans will hide inside the [[#mist|mist]] making them very hard to [[combat#detection|detect]], while any [[file:1pp.png|30px|link=Phoenix Project]] operatives will be automatically [[combat#detection|detected]]. Starting the turn inside the [[#mist|mist]] makes Pandorans recover 1 [[combat#wps|WP]], while humans starting the turn inside the [[#mist|mist]] lose 2 [[combat#wps|WPs]].

==I am lost==

There are 3 kind of things you need to do to advance in the game, and you will be doing them alternately all the time:

# Capture Pandorans.

There is no great mystery nor challenge about the first two. They will appear as objectives on the left side of the Geoscape screen, and if you don't know what to do next you can look at the walkthroughs or [[Sheepy's Tech Tree]] (''a little outdated, but mostly still accurate'').

Some players do find it difficult to [[Combat#Capturing Pandorans|capture Pandorans]], especially the [[File:Scylla icon.png|30px|link=Scyllas|Scylla]] [[Scyllas|Scylla]].

Free a geneticist held by the Disciples of Anu for the leader of Longinus Point.

Before mission

Longinus Point is a well-armed and extremely isolated haven that rarely deals with the outside world. Its leader, Justinian Cyneweard, once a prominent member of New Jericho, split with Tobias West over the latter's obsession with genetic purity - taking much of Vanadium's old Advanced Genetics Warfare Division with him. The split led to an extremely bloody two-day battle in June of 2043, and they have remained sworn enemies since.

Cyneweard has contacted our operatives and allowed them into the haven, but only because he needs our help. "After we broke with West," he explains, "we named our new organization Alchemy because we intended to have the kind of flexibility West is incapable of. But it seems we are lacking the right alchemist."

The alchemist in question is a geneticist now working for the Disciples of Anu. Cyneweard wants this individual retrieved and is willing to pay for our services.

Before mission

The people of Zena are friendly but cautious. Built around the remains of an old fortress, Zena is a place of refuge from the endless wars of the world. Its leader, Walter Ivan Toso, remembers World War 3 all too vividly and isn't interested in getting involved in another pointless struggle. "I was in the army, and I was good at it," he says, speaking with a slight Italian accent, "but if it was up to me, I would just spend my time making wine, not fighting other human beings."

There is something the Phoenix Project could help me with. It's... superficial, perhaps. But I've been thinking a lot about family lately. I almost lost my own family during the war, you know. Took me years to track them down - I only found them a few months ago. And since then I can't stop thinking about our links to the past, to the old world. I don't want to go back, I know we can't, but we shouldn't forget about those links. They are the story of how we got here.

Toso would like us to recover an old genealogical tome from what used to be his family's crypt. Player choice 1: ''Accept mission.'' Player choice 2: ''Refuse mission.''

"Thank you," he says. "We always try to keep things practical here, and the truth is that the tome doesn't have any practical purpose. But the information within it connects us to all the people who came before us, and perhaps sometimes we need to be a little... romantic."

Mission briefing

We must eliminate the Pandorans in what used to be Walter Ivan Toso’s family crypt. The place does not seem welcoming, even for a crypt.

After mission

We have successfully obtained the tome from what used to be the Toso family crypt. The Pandorans that had infested the underground lair have been eliminated, leaving us with the sole task of returning to Walter and presenting him with our findings.

Toso studies the book with a thoughtful smile.

"See, if you go back just a few generations," he says, pointing at a page in the book, "you start finding connections to so many other people in this haven. We're all connected to each other, and those connections matter. And when you think about it, even those of our citizens who are not from here - you don't have to go so far back to find a link to them, either. Humanity is one.

"We have our ways, our traditions," Toso continues. "And they matter to us. They help keep us sane. But we must never forget that we are part of the greater family tree. I hope this book will become a symbol of our connection to the rest of the world and a reminder that wars against other humans are like hurting your own family. Thank you for your help. I hope this reward will be adequate."

A team of Dokkum explorers has managed to discover the precise location of the Svalbard Global Seed Vault, a seed bank thought to contain more than one million samples.

Whether the structure is still intact is unknown, as the area is infested with Pandorans, but if even a fraction of the samples has survived, they could play an essential role in restoring Earth's ecosystem.

Our operatives have managed to retrieve a handful of samples from a nearby secondary storage facility. This facility was begun in the 2030s when the collapse of human civilization seemed imminent, and only contained a selection of the most critically important crop species.

Phantom's Forge is one of the strangest independent havens. Cybernetics are mandatory here: every single inhabitant is as much machine as flesh. The haven's leader, Ryan Dustin Wood, is a frightening, eccentric figure who rules with an iron fist - literally.

Dark rumors about his excesses in pursuit of mechanical perfection circulate in other havens, but the inhabitants seem happy enough... assuming those are real smiles and real teeth.

Philosophically, Wood is most open to [[File:NJ.png|30px|link=New Jericho]] [[New Jericho]], although he disdains their obsession with "primitive humanity." But right now, [[File:NJ.png|30px|link=New Jericho]] [[New Jericho]] has what he needs, and ideological matters are secondary.

Erik-Logan Hughes is the leader of an independent haven called Aatxe. A soft-spoken, intellectual man with a degree in urban planning, he approaches life in the post-apocalypse as a technical rather than moral problem.

"It's all a matter of preparation," he says. "Planning. It's not really the Pandoravirus that destroyed the world, you know. Between nationalist authoritarianism and neoliberal dogmatism, we simply didn't have the tools to defend ourselves as a species. It was a matter of systemic failure. But how, then, do we build a new system? Here at Aatxe, we understand that the foundation of a functional system is energy. Without sustainable, reliable energy sources, there is no future."

"Geothermal and hydro are my personal favourites, of course," Hughes says with a smile. "But we have to plan further ahead than that. To that end, we were developing a completely new approach to energy generation, something truly radical... until someone stole all of our research. An unknown group, masquerading as members of Synedrion, disabled our defenses and pillaged our lab. We managed to track them to their base, but we don't have the resources to launch a raid. Can you help us?"

A group of unknown individuals masquerading as members of Synedrion have stolen valuable energy research from Aatxe. We must secure the lab and retrieve the research.

After mission

We have secured the lab and retrieved the research. We have not, however, managed to identify the origin of these pseudo-Synedrion members. Their equipment seems authentic, but some of it is out of date. Perhaps they are members of a breakaway faction, or another faction's attempt to undermine their reputation.

"Hughes and the rest of the Aaxte council are very happy to see their research restored to them.

"I struggle to understand why someone would try to steal our research - I mean, I understand copying it, but why try to ensure that we can't continue it ourselves?" Hughes says, clearly frustrated. "This is precisely the sort of neoliberal logic that led to the old system's collapse: competition above all else, even above the survival of the species! It's... I don't know. I just really don't get it."

"But no matter what, I believe in what we're doing here," he continues. "Aatxe may just be a footnote right now, certainly compared to the big players, but maybe one day this tech will change the world. Not now, not next year... but one day, our actions will bear fruit, and our little contribution to humanity's knowledge will make a big difference."

Before World War 3, John Smith seemed as ordinary as his name, just another one of the millions of soldiers sent to fight and die for governments who saw them as nothing but statistics. But in the war, he showed that he had a unique aptitude for strategy - he acted fast and achieved decisive victories before the enemy had even figured out what was happening. His troops gave him the nickname Merlin because he moved like a wizard. Then came the implants, the thought transfer experiments... and soon enough, a legend was born.

When the old nation-states tore themselves apart, Merlin decided that his first loyalty was to his team. He ignored his orders and founded the haven now known as Avalon.

"There are people who think I'm an actual wizard," he laughs, speaking to our operatives. "I don't discourage it. It's a strange world we find ourselves in, my friends, and I need every resource I can get. And I'm sure you remember that old Arthur C. Clarke quote about sufficiently advanced technology.

But even Merlin himself can't solve every problem. The technology that was used to create my implants is... experimental, to say the least. The process wasn't entirely voluntary, and there's still a lot I don't know about what my government did to me. I have the coordinates of a lab that might provide answers. Can you help me secure it?"

This lab was used by a secret government organization to illegally test thought transfer implants on unwilling human subjects. We must secure it and retrieve all the data we can find.

After mission

We have successfully captured the lab and retrieved the data. What any of it means, however, is hard to tell without the specialized knowledge only "Merlin" possesses. Site added to Geoscape: The Burden.

"So here it is," Merlin says, studying the data. "My gift. My curse. All set down in little numbers. How strange. Somehow, it makes it all seem a lot more ordinary. I'm glad, in a way. I shouldn't start believing my own myths, should I? No matter how useful they are."

"I can hear it all, you know," Merlin continues. "All my soldiers' thoughts. It was supposed to be a system for giving orders more quickly, but it does a lot more than that. I can hear their fears, their doubts, their hopes... all of it, all the time. And I can't switch it off.

People in the haven think I'm all-knowing because I'm always aware of everything my soldiers see. But it's... it's a burden. It's hard enough to be responsible for people's lives, but their souls? It's too much.

So I'm very grateful for your help. You've given me hope, that one day I can enjoy a moment... just a single moment... of silence.

Before mission

Most havens started as shelters or military installations, but Harmony was a music school. Before the Pandoravirus, James O’Hearn was a pianist and music teacher. When things fell apart, he and his students transformed the school into a fortress - more out of necessity than choice. But slowly their community grew, and O’Hearn became its leader.

O’Hearn has a mixed reputation: some say he's a sweet, kind man who cares about his people; others say he's a sociopath who cares about nothing but power. The one thing that's certain is that music is the core of his beliefs. Music plays constantly in the haven, even at night, and his compositions are played at tri-weekly services. The haven has a good relationship with the Disciples of Anu, and many of his students believe O'Hearn's music will bring them closer to the Dead God.

O'Hearn welcomes our operatives into the haven. He's friendly and humble.

"I wanted to... hire you, I suppose? For a mission? That's how this works, right?" he says. "I'm afraid it'll seem quite absurd, but if I pay you, it should be OK, right? I want you to return something to me. A little bit of sheet music, that's all. Something I wrote a long time ago for someone... someone who's no longer with us. In this world, anyway.

He claps his hands together. "Wonderful! I thought you'd say no, honestly. It's a silly thing to ask for, I know. But music connects us to the cosmos. It's the language of creation. And... I suppose it has a value that can't quite be put into words."

Mission briefing

The target of this mission is not a sample or a device - it's sheet music. More specifically, a composition by James O'Hearn, leader of the Harmony haven.

After mission

We have successfully retrieved O'Hearn's composition, which was miraculously intact. We should deliver it to Harmony as soon as possible.

O'Hearn takes the sheet music without speaking, sits down at his piano and begins to play. It's a beautiful melody, full of longing and hope. Only at the end is there a discordant note, as O'Hearn's expression briefly changes and his hands tremble. But the moment passes, and then O'Hearn seems himself again.

"I want to thank you for returning this piece of myself," O'Hearn tells our operatives. "I've felt... fragmented, lately. The pressure of keeping this place going, when not everyone believes in my leadership. I'm not quite the person I used to be. But I hope this will help, as strange as that may seem to you. And here's your payment, as agreed. Thank you again."

Before mission

Joseph Saxton, better known as the Father of the Reformed, was once a high-ranking member of the Disciples of Anu, taking orders directly from the Synod of Yearning. But then, something happened. Some say he heard a whisper, something the Exalted said to Taxiarch Nergal that no-one else was supposed to hear. On that day, Saxton rejected the Exalted and proclaimed himself the true Messiah.

He and his followers, who call themselves the Reformed, founded Kan Digirak as the center of a new, more truthful religion that would lead people to the Dead God. Since then, it has grown, but slowly. It's a strange, hostile place, and few Disciples are willing to abandon their faith in the Exalted. Those who do follow Saxton, however, would follow him into hell.

The Father of the Reformed has allowed our operatives to speak to him because he wants to offer them a mission, the same mission he offers every well-armed group the Reformed encounter: vengeance. He wants us to attack the Disciples of Anu and cause as much damage as possible. He already has a target in mind, and a reward waiting.

The independent haven of New Sydney was founded by a group that broke away from [[File:Synedrion.png|30px|link=Synedrion]][[Synedrion]].

Its founder, now Mayor Harry Brown-Beresford, believed that [[File:Synedrion.png|30px|link=Synedrion]][[Synedrion]]'s commitment to co-existence with the Pandoravirus was simply unsustainable and that a more confrontational approach was paramount.

He tried convincing the rest of [[File:Synedrion.png|30px|link=Synedrion]][[Synedrion]], but was outvoted and eventually left, taking many of his supporters with him.

New Sydney tries its best to maintain good relations with all the major factions, including [[File:Synedrion.png|30px|link=Synedrion]][[Synedrion]].

Brown-Beresford makes a big point of his belief in diplomacy and cooperation. But sometimes... sometimes you have to take risks.

As part of his attempts to maintain peace, Mayor Brown-Beresford tries to collect as much information as possible.

Conflicts can arise from within factions as much as from without, and New Sydney needs to be prepared. Recently, he lost touch with a valuable source in [[File:Synedrion.png|30px|link=Synedrion]][[Synedrion]].

Mission briefing

The sword Kusanagi, one of the Three Sacred Treasures, is being kept in this haven. As the Disciples have no interest in history, they probably consider it a curiosity at best, disposable at worst. We must retrieve it before it is destroyed.

After mission

We have successfully reclaimed the fabled sword. Hikari Towa will undoubtedly be pleased. All we need now is to go and present the regalia to her.

Hikari Towa is deeply thankful for our help and promises to stand by the Phoenix Project in the future. She has two out of three Imperial Regalia now, and is only missing the jewel Yasakani no Magatama. "But," she says with an enigmatic half-smile, "that's already being taken care of."

Our mission also helped Towa flush out the traitor in her haven, which she considers equally important. In fact, our operatives somewhat suspect that tracking down the Three Sacred Treasures may have been as much a provocation to push the traitor to reveal himself as an attempt to actually secure these symbols.

Before mission

Cedar Ark is a remote haven built by the billionaire philanthropist Mike Spark, an old competitor of Tobias West's. Spark, like West, generally kept a low profile, so not much is known about him except for his dedication to environmental causes. He is said to have financed the Svalbard Global Seed Vault, and was involved with the first attempts to develop a filtration system that could stop the Pandoravirus.

The population of Cedar Ark was carefully selected from around the world, and all of its inhabitants are extremely loyal to Spark. On the surface, everything seems relatively normal, but there is one unusual detail - the people of Cedar Ark refer to themselves as "the destined." Destined for what is unclear.

Upon arriving at Cedar Ark, our operatives are invited to meet the head of the Cedar Ark Executive Council, Mike Spark himself. Spark is a quiet man, but very focused. He seems to have expected our operatives' arrival and offers them a mission: extracting his brother from a Disciples of Anu prison in exchange for a reward.

We have managed to find and free the target, and the entire operation has been successfully passed off as a Cedar Ark raid. All that remains is to return to Cedar Ark and claim our reward from Mike Spark.

Mason Spark is safely back at Cedar Ark, and his brother, though unsurprised by our success, is very pleased with the Phoenix Project.

In addition to the promised reward, he offers our operatives a cryptic clue: "The war against the Pandoravirus is only a small battle in a much greater conflict. I am certain that we will win this battle, but all our predictions break down when it comes to the war that truly matters. Soon, we will need to learn to think and plan on a much larger scale."

Before mission

Bastión Irazú is an independent haven founded by refugees during World War 3. It grew to its present size when the surviving nation-states finally collapsed during the Second Mist.

It welcomes people with mutations but is not allied with the [[File:Anu.png|30px|link=Disciples of Anu]] [[Disciples of Anu]], as its people are generally suspicious of religious leaders.

The haven's mayor is one of its first citizens, Fabio Mena, a Costa Rican engineer specialized in communications who accidentally found himself becoming a leader.

"Please, just call me Fabio, most people here do," he says. "Being called a mayor is strange. I'm just a man who tries to keep this place running."

There is something Fabio requires our help with.

In this case, however, an exception will be made with the blessing of the Exalted, and the two brothers will be temporarily reunited.

Fabio and Felipe have chosen paths that are not compatible with each other, but they are brothers, and they will find a way of dealing with it. Family, as a wise man once said, should not end in blood.

We have successfully managed to escape with the civilian. What is more, he has confirmed that he is indeed Felipe Mena, brother of Fabio Mena. Although he appears like an ordinary human at first, a closer look reveals a large amount of subtle mutations.

Fabio Mena is faced with a difficult dilemma: his brother, the man we extracted, is extensively mutated. Moreover, he didn't need rescuing but had joined the [[File:Anu.png|30px|link=Disciples of Anu]] [[Disciples of Anu]] on purpose, to learn how to control his powers.

The only reason he came along with us is because he thought it was an opportunity to prevent further bloodshed, by showing Fabio that the Disciples can save people.

Fabio thanks our operatives, but it's clear that the decision about what to do next weighs heavy on him. "Still, even though our paths are very different, it's good that you found him.

We will have to find a way to do what we believe in without hurting each other. That's what family is all about, right? Whatever else happens, we'll always be brothers.

Preliminary analysis suggests that the Anu cult is a syncretic religion that arose in response to the global catastrophe, synthesizing elements of major Abrahamic religions with the beliefs of several pre-existing doomsday cults, some of which may have been previously investigated by the [[File:1pp.png|30px|link=Phoenix Project]] [[Phoenix Project]]. (It should be noted here that we have an index file that references an extended investigation into groups with apocalyptic beliefs matching certain patterns, but most of the actual files appear to have been lost at some point in the 2020s. The worldview of the Anu cult is deeply misanthropic, seeing human nature as inherently (biologically) corrupt and technological civilization as incapable of saving itself. They view the mist as both punishment for human hubris and as an opportunity for salvation. Although details are scarce so far, particularly due to the group's secretive, extremely hierarchical nature and obscurantist language, it would appear that they are attempting to deliberately mutate human beings using the effects of the mist, while somehow making sure human intelligence is maintained in the resulting creatures.

According to the teachings of the Exalted, the Synod represents the human yearning for transcendence and has authority in all matters except spiritual doctrine.

Our analysis suggests that the Synod of Yearning is the actual political leader of the Disciples in day-to-day matters, with the Exalted remaining a remote figure dedicated to her own pursuits.

Now he is her most loyal servant, fighting the Pandorans in her name and winning many major victories.

That, at least, is the story told in a popular pamphlet entitled The Acts of Taxiarch Nergal.

Nergal is something of a folk hero to the Disciples, and he appears to be allowed to act outside the usual constraints of the hierarchy.

A friendly figure who tries to keep the various internal arguments from spinning out of control.
